Problem: UserAccess running over IBM's TCPIP gets the following error messages:

MSERVER Multiplex Server version 4.0.4 M20.03 started.
MSERVER Trace flag settings: .
MSERVER Trace flag settings: 0123456789.
USER Helper=CALL 'SYS3A.NUA.TCPIBM.LOADLIB(NUAHELPR)'.
USER Offer failed - sleeping for 60 seconds.
USER Failed to create a TCP socket (MUX213-2513).
USER EZY4199E Unknown errno value=156 (TCPIP-156).
USER Offer failed - sleeping for 60 seconds.
USER Failed to create a TCP socket (MUX213-2513).
USER EZY4199E Unknown errno value=156 (TCPIP-156).

Solution: The resolution for this is that the particular application (the MUX server) is required to have an OMVS segment added for the application (or for the user who owns the application) before it is allowed access to create TCPIP sockets.
